The California Department of Food and Agriculture (CDFA) has developed and launched an online equine biosecurity toolkit. The CDFA website indicates that the toolkit is designed "to provide the equine industry with resources and tools to assess venues and develop event-specific biosecurity and disease control plans for keeping horses healthy at equine events."

"The objective of this biosecurity toolkit is to provide equine event managers with resources to recognize potential disease risks at the event venue and develop a biosecurity and infectious disease control plan to protect the health of the competition/exhibition horses and the equine population," the CDFA said in a statement on its website. "Each event and venue is unique; therefore, the toolkit provides guidance for the assessment and development of event-specific plans that address the specific identified disease risks of the event and venue."

The downloadable PDF is divided into three sections: basic biosecurity, enhanced biosecurity and infections disease control, and an appendix:

  • The basic biosecurity section covers topics including a review of the potential for a "Perfect Storm" of infectious disease at equine events, biosecurity challenges at equine events, and biosecurity plans for equine events;
  • The enhanced biosecurity section includes topics such as an infectious disease overview, enhanced biosecurity practices for use in the face of an outbreak, and recommendations for an equine event infectious disease control plan; and
  • The appendix includes additional biosecurity and infectious disease control resources for event organizers.
