Floods: Washington Water Begins to Recede

Washington residents are starting to recover from this week's flood conditions, which the Associated Press reported as the worst on record.

Horse owner Josie Owens of Carnation, Wash., was trapped on the second floor of her home yesterday. Today she was able to walk outside, feed the 14 horses that remain on the property, and assess damage.

"I have no idea when we'll be able to bring the horses back," she said of the 16 evacuated horses. She anticipates the cleanup effort could take weeks.

"I am most concerned about the two pregnant mares who are due in February," Owens said. "I don't see how they can come back here."

She expressed thanks to those assisted in the evacuation and care of horses.
