USDA Alert

Effective immediately and until further notice all importation of live swine and ruminants from the European Union (EU) and other countries affected with foot and mouth disease (FMD) will not be allowed entry into the United States.

In addition, swine and ruminant semen and embryos from the EU and any country affected with FMD will be refused entry, regardless of the date when the semen and embryos were collected. This suspension includes semen and embryos of cattle, bison, camelids, cervids, sheep, goats, swine.

Equine and canine semen/embryos from the EU and countries affected with FMD must be accompanied by a supplementary certificate, “Certification for Importation of Equine and Canine Semen/Embryos into the United States from the European Union and Countries Affected with Foot-and-Mouth Disease.” The official health certification must be endorsed by a veterinarian designated by the National Veterinary Services (NVS) of the country of origin.

Certification requirements:

1. Equine and Dog semen and embryos are allowed entry into the United States provided they are accompanied by a certificate endorsed by the animal health official in the country of origin.

For semen, the certificate must certify either that:
(a) The semen extender does not contain milk products OR
(b) Milk products were used as a semen extender; the milk products originated from a country recognized as free of foot-and-mouth disease by USDA.

For embryos, the certificate must certify that:
(a) The embryos have not been processed with ruminant products OR
(b) Ruminant products were used to process the embryos; the ruminant products originated from a country recognized as free of foot-and-mouth disease and bovine spongiform encephalopathy by USDA.

2. Equine and Dog semen and embryos containers/tanks from the EU or a country affected with FMD shall be disinfected at the airport in the exporting country prior to departure and again upon arrival to the United States. An Animal and Plant Health Inspection Service (APHIS/VS) veterinarian shall supervise the disinfection of the container/tanks to ensure that the outside of all semen or embryo containers/tanks are thoroughly treated.
