A Louisiana man will serve 20 years in prison after pleading guilty to selling a horse with a fraudulent Coggins test.

In a written statement, the Texas and Southwestern Cattle Raisers Association (TSCRA) said that in November 2013, Edwin Williams of Shreveport, Lousiana, was arrested for selling a horse with a fraudulent Coggins test to a rancher in Upshur County, Texas. The statement indicates that when the rancher questioned the Coggins document, Williams claimed that he had mistakenly provided the wrong document.

After three days, the rancher became dissatisfied with the animal's disposition and attempted to contact Williams, the statement said, and when Williams failed to respond, the rancher contacted the Louisiana veterinary hospital where the original Coggins test was performed. The rancher subsequently contacted law enforcement authorities when the original Coggins document did not match the copy Williams provided, the TSCRA statement said.

Williams was later charged in Texas with tampering with a government document, the statement said; when he failed to appear in a Texas court, he was arrested in Louisiana. Williams later pleaded guilty to the charge, the TSCRA said
