The New York City council has received a proposed ordinance that would banish the iconic horse-drawn carriages from that city's streets. While the council ponders the legislation, at least one veterinarian believes the ban not in horses' best interests and could have farther reaching ramifications, as well.

Last year, the nonprofit New Yorkers for Clean, Livable, and Safe Streets (NYCLASS) called for a citywide ban on horse-drawn carriages on grounds that the carriages were inhumane. Newly-elected mayor Bill DeBlasio then said he would back any legislation that would ban the operation of horse-drawn carriages in the city.

Horse-carriage owners opposed legislation on grounds their industry is already heavily regulated and their horses well protected under a 2010 law that dictates that the animals' receive five weeks of vacation, reside in bigger stalls than they did previously, and are provided with quality veterinary and farrier care.

On Dec. 8, the city council received a proposed ordinance that would ban horse-drawn carriages in New York City. Sponsored by council members Daniel Dromm and Ydanis A. Rodriguez, the proposed legislation would amend the city's administrative code to ban horse-drawn carriages and provide training for former horse-drawn carriage drivers and owners
