Lawsuit Targets St. Louis Cab Regulators

Animal advocates in Missouri have filed a lawsuit alleging that the St. Louis Metropolitan Taxicab Commission (MTC) failed in its responsibility to regulate horse-drawn cabs in that city.

According to the complaint, filed in December the nonprofit Animal Rights Team Inc. and nonprofit organization management professional Mare E. Florentino, St. Louis’ vehicle for hire code contains requirements for carriage horse health and safety, carriage operations, and carriage horse driver training.

“There is no agency which is currently enforcing any regulations to ensure that the carriages are mechanically sound, the drivers are properly trained, and/or the horses are being adequately and humanely treated,” the complaint said.

The lawsuit asks the St. Louis Circuit Court to order the MTC to “immediately resume enforcement of its Vehicle for Hire Code, Chap. 6, § 608, and related Director’s Rules, and grant any and all other relief that this court deems just and proper
