Katrina Refugee Animals Welcome in Kentucky; State’s Livestock Will Be Protected

Kentucky State Veterinarian Robert C. Stout, DVM, has established procedures for movement of equine and livestock into Kentucky from Alabama, Louisiana, and Mississippi that were evacuated, displaced, or abandoned as a result of Hurricane Katrina. The procedures will speed up the process of relocating rescued animals into the state while at the same time safeguarding Kentucky equine and livestock.


Prior to arrival in Kentucky, the transporter, caregiver, or other authorized person must contact the Kentucky State Veterinarian’s Office at 502564-3956 to provide the required information. The Department of Agriculture then will issue a permit allowing the restricted entry of the animal(s).


Information required to receive an Entry Permit includes:
* The geographic origin of the animal(s) being moved into Kentucky;
* Contact information, including a phone number, of the individual in the state of origin authorizing the movement from the area;
* Identification of the animal(s), including a physical description describing color, age, sex, breed, and identifying marks;
* A description of any injuries or other abnormalities;
* The physical address and contact information of the receiving premise and the individual in Kentucky assuming custodial care of the animal(s);
* The estimated time of arrival in Kentucky.


Upon their arrival into Kentucky, the relocated animals are to be segregated from equine and other livestock on the premises. The relocated animals will be quarantined to the receiving premises and will be subject to inspection and testing as directed by the Kentucky State Veterinarian or his designated representative prior to being permitted to move from the receiving premise
