Chicago's regulations governing horse carriage operation are currently under review, with a public comment period extending to Dec. 8.

The complete list of current regulations, including the amendment being proposed by the Department of Buiness Affairs and Consumer Protection (BACP), can be viewed online. The BACP oversees the operation of the horse-drawn carriages in Chicago.

The proposed change would require drivers to spread eco-friendly, absorbent granules on pools of horse urine, then sweep up the urine and place the waste into the excrement catcher for later disposal in alignment with all federal, state, and local laws.

Opponents have pointed out that requiring the lone driver of a carriage to exit the vehicle while driving is a safety hazard far outweighing that of horse urine in the street, as the driver could lose control of the horse and any passengers in the carriage
