Jeff Martin’s wife saw the horse, Top Cake, outside their property in the afternoon, and he went to get feed to lure the horse back onto the property from the open field. There is a local gun ordinance that prevents people from shooting within 150 yards of a residence, building, campsite, developed recreation site, or occupied dwelling.
